Hazardous Waste

Bulk Hazardous Waste Disposal / Recycling
Cedar provide an unrivalled service in the management of hazardous waste in Ireland. Many of the company's clients produce regular large quantities of bulk liquids - i.e. in excess of 18,000 litres. This material is shipped in ISO Class 1 tankers for disposal or recovery. At short notice, Cedar will provide the appropriate equipment to collect and safely transport the waste from the producer's site to the disposal / recovery facility.

The plants used to accept the client's waste operate to the highest Environmental and Safety standards. The safe movement of hazardous goods is an operation that should only be handled by experienced and competent organisations. With a combined experience of over 70 years, Cedar Resource Management is such an organisation. The company can ensure that every client's material is transported to the highest international standards with appropriate equipment and a full support structure to handle the widest range of potential incidents.

Together with an unrivalled transport network, Cedar offers the widest range of recycling/disposal options throughout Europe. Materials are assessed for suitability for reuse, recycling or energy recovery, before considering a disposal route.

Packaged Hazardous Waste
As in the case of bulk hazardous waste, Cedar provides the same range of professional solutions for packaged wastes - it must be packed like any other product - appropriately and in compliance with all the relevant rules.

The transport of packed waste - typically waste in drums - is a complex area, governed by a series of modal regulations and guidelines. In Ireland the ADR and IMDG codes governing the movement of dangerous goods by road and by sea respectively, are the most widely used.

These guidelines present detailed instructions on the types of material that can be transported and how these materials should be -

• classified
• labelled
• segregated
• packed
• stowed
• What quantity of material can be transported in any one package
• What other material, if any, can also be transported on the same load
• What documentation should accompany the material
• How this documentation should be completed
• The size and colour of the hazard labels required.

Household Hazardous Waste
Cedar have been operating a household hazardous waste management service known as the Chemcar™ since December 1999.

Chemcar™ is a FREE collection service to the public - run in conjunction with their local authority. It is a specially designed vehicle that can collect household hazardous waste from different sites around the country. The waste collection service operates on a "bring" basis - where the public brings dangerous household hazardous wastes to the Chemcar™. By arrangement with the competent authority, the vehicle is located at a pre-arranged well established and busy "bring-bank".

Most collections are at weekends. The specific dates and locations are well advertised in advance and can be obtained by contacting the relevant local authority.

Laboratory Chemicals Disposal
Cedar provides the most comprehensive laboratory chemical packing and disposal service in Ireland - handling the widest range of materials, including mercury and gas cylinders.

The on-site phase of the operation to dispose of laboratory chemicals involves -

These operations are carried out by trained and experienced teams, in compliance with company procedures, to ensure the safety of the operation. Once packed, the transport and disposal of the material is carried out in compliance with all the relevant regulations and legislation.

Fluorescent Tube Recycling
Fluorescent tubes are classified as hazardous and, therefore, must be diverted from landfill. Cedar Resource Management provides a recycling service for the safe disposal of florescent tubes.

Plastic Recycling
Cedar Resources Management can advise and provide systems for handling and recycling plastic waste. This may be post-production waste or backdoor packaging waste. It may involve small quantities of loose or mixed plastics to larger quantities of various polymers.

Collection and recycling are fully traceable and certified using approved recycling routes. All recycling is in line with all the requirements of the Waste Management (Packaging) Regulations and Repak RPS scheme requirements.

The company completes audits on all recycling plants and is sensitive to child labour and forced labour issues when shipping to China or Middle Eastern countries. Cedar do not ship mixed plastics to third world countries where child labour or forced labour may be used.

Paper Recycling
Cedar provides a range of paper recycling options. The company's system incorporates desk trays with customised paper bins for office paper, computer paper and newspaper. White paper can be mixed with colour, glossies, brochures and stapled papers. All paper is baled for recycling. Confidential paper can be shredded prior to baling, if required. Full certification of recycling is provided.

Cardboard Recycling
The company will provide systems for handling and recycling of cardboard packaging waste, from small quantities of loose cardboard to larger quantities of compacted / baled cardboard.

Electrical & Electronic Equipment
Cedar's services include the removal and recycling of all electronic and electrical equipment, such as PC's, monitors, printers, scanners, old fax machines, obsolete stock and all other electrical equipment. The company provides certified confidential destruction of CD's, hard drives and other sensitive material - together with the provision of consulting and systems, meeting with the requirements of the new EWC codes (effective from 1st January 2001) and, also, the EU Waste Electrical and Electronic Equipment Directive (WEEE Directive).

Integrated Waste Management
Cedar provides detailed waste stream audits - i.e. a waste stream analysis from source to destination - with recommendations for prevention and minimisation of waste and also for diverting recoverable materials from landfill. The company will minimise disposal and related equipment charges. The analysis also includes models for projecting forward and comparing alternative waste management strategies into the future. Clients find this an invaluable aid in managing their waste.

Areas covered include segregation, handling, provision of equipment, transport and final recovery or recycling. From the small to the large producer, Cedar will find the optimum solution and incorporate systems for reporting and continuous improvement.

Cedar's Expanding Treatment Technologies
Cedar is in the process of preparing two planning applications with the requisite EIS documents. Once lodged, the company will be seeking Waste Licences from the EPA for these individual facilities. The proposed facilities are as follows:

1. Dublin - Licensed transfer station for storage and repacking of hazardous and non-hazardous wastes prior to sending elsewhere for recycling or disposal.
2. Cork - Licensed treatment plant and hazardous transfer station. This site will incorporate a patented technology which will biologically treat a range of organic sludges and a selection of hazardous wastes. The site will also house a mobile lime stabilisation and thermal drying unit which can produce bio-solids for use as fertiliser from certain types of sludge. The transfer station element will be similar to the Dublin plant.

Site Services
Cedar's Site Services division was set up in direct response to customer's needs and gives the client access to some of the most experienced and technically proficient site services professionals in the country. This skilled and highly motivated team have handled some of the largest and most complex site remediation projects in Ireland.

Packaging Waste Consultancy
This is a service offered by Cedar Resources Management to assist Irish companies to comply with the complexities of the packaging waste regulations - Waste Management (Packaging) Regulations, 1997 - and subsequent amendments. Enacted into Irish law in July 1997, these regulations form part of our European obligations aimed at reducing the total volume of waste disposed of to landfill.

Waste Packaging has been targeted because of its large volume, its high visibility and because it can be easily recycled - where the facilities exist. All suppliers of packaging waste are required to either register with their local authority or an approved body. The suppliers are then obliged to pay defined fees and submit reports on all packaging waste handled to the relevant organisation.

Cedar can provide a full packaging waste audit for Repak (approved body) or self-compliance purposes, as required. The company can also provide ongoing services for report generating and physical recycling of packaging waste. This service is provided to a wide range of blue chip companies across all industries.

Storage Systems for Hazardous Waste Materials on Site
Cedar offers customers, who have small quantities of hazardous waste for disposal, bespoke specialised storage systems to store the waste on site. Once the container is full, the material can be packed and collected by site services. The waste will then be recycled or disposed of in an environmentally friendly fashion with full certification provided in compliance with current legislation.

Emergency Response
Cedar provides all its customers with a full emergency response service. The main office number is manned 24 hours a day - 365 days a year. Outside office hours, the answering service has all the mobile numbers of all relevant staff that can assist in the case of an emergency. All management staff are notified of the incident - minor or major - which may impact customers or the environment in a negative way. A Director or Senior Manager will make the necessary decision as to what action is necessary to take.

The company has experienced staff and emergency response equipment distributed at various locations around the country. As part of Cedar's response, if required it can call upon haulage companies vacuum pump services. Management have a copy of all numbers for these outside services.

As part of an ongoing quest for customer satisfaction, all incidents are logged and recorded for future reference and a copy of this report is sent to all parties concerned. For waste in transit to other countries, Cedar liaises with responsible and experienced personnel in the transit or destination countries to ensure that adequate cover is available in case of incident from cradle to grave.
